The demand for Water Abstraction is increasing and water scarcity is exhibiting. To be able to calculate how much water is requested, there is a need for the registration of all abstractors and their demand.

The Registration is a means to understand how much is needed, by whom and for what, where and when. Ultimately it will be used to make a fair, equitable and rational decision and later to make a strict investment on availability of water.

In this project we implement the taxMan application, extended with the Water Abstraction Management module that, out of the box, provides processing and business rules across key business process areas, including Registration of Abstractors and Farms, Accounting, Payments, Billing, and Collections. The solution in the module is flexible, configurable, and upgradeable to provide long term value to your customers over the long life of a mission critical revenue and abstraction management system. 

During the analyses we interacted with different organizations that play a key role at national, regional, zonal, wereda and kebele level on Water management, Permitting, and Land registration.
